Short answer: the only votes that are free and allowed on every list are the ones your own players cast, and reminders plus vote rewards get you more of them. Some toplists add bonus votes to paid memberships. UpvoteRocket gives a new account 1 free credit, about 100 votes on most lists, to test a campaign. "Unlimited free votes" usually means a vote bot script, which most lists' rules forbid.
1. Votes from your own players
Every list lets each player vote again after a fixed window, and a player who votes in every window counts several times a month:
- TopG:
They may vote for your server every 6 hours.
- Arena-Top100:
You can vote twice per day, each 12 hours.
- XtremeTop100:
Voting is once every 12 hours
Arena-Top100 notes that its own tests show voting once every 12 hours instead of every 24 hours can give up to a 1/4 more votes
. So the cheapest gains are practical ones:
- Put the vote link where players already are: the launcher or login screen, your website and your Discord.
- Remind players when their next window opens, not just once a day.
- Push hardest at the start of the month. TopG, Arena-Top100 and XtremeTop100 all reset their counts on the 1st (XtremeTop100's reset time), so early votes are worth the most.
2. Vote rewards through the list's own system
Many servers give a small in-game reward for voting. Most big lists support that officially: they tell your server when a player has actually voted (a "postback" or "callback"), so rewards only go to real votes.
- Built-in reward systems: TopG, Arena-Top100 (incentive voting), RSPS-List, Rulocus, RuneList, RSPS100, GameTop, Top100Arena, MMtop200, GamesTop200 and Top-Serveurs all document a callback, API or plugin for rewarding voters.
- XtremeTop100 offers a Postback system with its Gold membership; its rules don't say anything about vote rewards either way.
- The exception: topragnarok.org's terms say votes must not be given

Rules differ by list and change over time, so read the current rules of each list before you run rewards on it. The supported toplists page links them.
3. Bonus votes that come with a membership
These aren't free, but they are the toplists' own offers, sold in the open:

4. A free credit to test a vote service
UpvoteRocket, which runs this site, gives each new account 1 free credit once the email address is verified. No card is needed. On a list charged at 10 tokens per 1,000 votes that is about 100 votes, which is also the smallest campaign you can start, so it covers one test campaign. XtremeTop100 costs 12 tokens per 1,000, so a test there needs a little more than the free credit. It is given once per person.

5. "Free" vote bot scripts
Free vote bot scripts circulate on code sites and forums. They cost nothing to download, but:
- Most lists forbid them outright. XtremeTop100:
Vote manipulation, automated voting or fraud is forbidden.
TopG:In case we find evidence in our logs that you are trying to cheat our voting we will reset your votes to 0 votes
, and it may remove the listing. Arena-Top100 freezes the votes of servers it suspects and removes them when it finds proof. - Lists change their vote pages and checks regularly, and scripts stop working when they do.
- Whatever the script does happens under your server's name.
Be wary of anyone offering "unlimited free votes", anyone who asks for your toplist or server login to deliver votes, and anything priced per attempt rather than per vote that registers.
Questions about free votes
From your own players, yes: each can vote once every 12 hours. XtremeTop100 itself adds 100 votes after each monthly reset for Gold members, which is a paid membership.
It depends on the list. Arena-Top100 provides an official incentive voting system for it; XtremeTop100's rules don't mention rewards. Check each list's current rules before you run rewards.
One token, which is about 100 votes on a list charged at 10 tokens per 1,000 votes. That is enough for one 100-vote test campaign on such a list.
Free scripts exist, but most lists forbid automated voting and can reset or remove a server that uses it. They also break whenever a list changes its vote page.
